Pennsylvania Substance Use Navigation Program Educational Modules for Implementing MOUD in Emergency Departments

1. Driving the Cultural Shift: Reducing Stigma in the Emergency Department (ED)

Topics covered: a) EDs are an entry point to treatment b) Addiction is a treatable chronic condition c) Changing the thought process around MOUD in the ED and eliminating biases that may affect quality of care d) Review screening opportunities

2. Harm Reduction in the Hospital: Developing a Naloxone Program for at Risk Patients

Topics covered: a) Naloxone Distribution in the ED b) Conquering Workflow Processes: Storing, Labeling, and Reporting c) Suggestions/recommendation on how to incorporate naloxone distribution into EPIC/EHR workflow d) Discussion on barriers and healthcare regulations

3. Buprenorphine Induction in the ED

Topics covered: a) Quick review on current trends & stats b) Tips/Skills to increasing prescriber confidence c) Recommendations for hospital formularies, in which buprenorphine should be included d) Clinical Question and Answer e) Discuss x-waiver elimination, training requirements, prescription recommendations including 3-day to go packs from the ED

Topics covered: a) Discussion around existing models and suggestions for overall improvement b) Social support in the ED is extremely valuable c) Social support services free up physician time d) Warm handoffs, referral processes, SCAs, COEs, telemedicine services e) Importance of establishing linkages with outpatient providers a.

Learning Objectives

After completing this activity, participants should be able to:


  1. Describe the neurobiology of addiction
  2. Increase awareness of stigma and bias related to substance use
  3. Discuss barriers and strategies to sustain ED implementation and expansion of buprenorphine initiation and SUD services
  4. Apply new screening opportunities to identify and intervene with patients whose patterns of substance use put their health at risk
  5. Describe logistical challenges associated with implementation of an ED naloxone distribution program
  6. Apply techniques of a warm hand-off, why it is important and who should be involved
  7. Review overdose and ED visit statistics
  8. Review ED buprenorphine induction recommendations
  9. Increase overall understanding of the warm hand off process, and how processes may differ, and where warm hand-off processes may occur
  10. Assess the healthcare needs of special populations at risk for overdose
  11. Review buprenorphine prescription and to-go medication regimens
  12. Review the evidence and support for initiation of treatment for opioid use disorder in the ED.
  13. Describe how naloxone provides a harm reduction approach to substance use disorder
  14. Explain how the ED may be a good setting for naloxone distribution to at-risk patients
