Course Overview
As the coronavirus pandemic rages on, people look to the federal government to help solve the crisis through regulations and other legal authorities. This panel will look at how federal rules are developed and their reach and limits to respond to the many facets of a public health emergency. The panel will also address what is within the federal government’s purview, what should (or must) be left to the states and how to reconcile conflicts between the two during an emergency. Attendees will learn where to look for regulatory authority and guidance during a public health emergency. Attendees will understand regulatory process both outside and during a public health emergency and their impactful role interpreting and influencing these which have enormous public health consequences. Attendees will learn how to interpret and impact regulation during a public health emergency thereby improving communication between the public, health systems and those who issue and enforce rules and regulations affecting behavior, vaccine development and delivery and more.

Objectives
At the conclusion of this activity participants should be able to:

  1. Identify and locate federal regulations that apply during a public health emergency
  2. Describe how federal regulations and rulemaking develop
  3. Assess during a public health emergency which legal frameworks apply to healthcae professionals
  4. Determine how to resolve conflicts between differing laws and regulations that apply to healthcare professionals
  5. Critique governmental action which fails to protect public health in an emergency like a pandemic
  6. Recognize the impact of regulation and legislation in an emergent health crisis
  7. Craft a response to ineffective regulatory schemes that fail to protect the public in a public health emergency
  8. Apply legal information and process to improve patient outcomes
